We have already successfully delivered significant savings, while maintaining strong performance and positioning ourselves nationally as a major provider of shared public services. We currently have two opportunities, one based in Corporate Finance and the other supporting the Office for the Police and Crime Commissioner, but there are also potential opportunities in our Operational Finance Team as roles are interchangeable across the wider Finance Service.
The Corporate Finance Team provides expert technical advice to the County Council, Police and Fire Authorities and plays a pivotal role in ensuring sound financial governance of those organisations; a fundamental foundation for the delivery of value for money services to residents. You will be involved in promoting compliance with best professional practice and planning and preparing all aspects of financial reporting for internal and external stakeholders. In addition, there will be opportunities to contribute to strategic and transformation change programmes.
The Finance team provide high quality advice to those responsible for ensuring the delivery of services to residents across Hampshire as well as inputting to transformation programmes and providing financial support to our partners, including the Office of the Police and Crime Commissioner (OPCC). The OPCC directly controls the budget for estates, commissioning of services and reserves and the Accountant is required to manage these budgets and to provide wider financial advice.
Championing Financial Expertise
As an Accountant you will deliver technical financial advice and guidance to other finance professionals including the Chief Financial Officer and to non-financial managers within the County Council, Office of the Police and Crime Commissioner, Hampshire Constabulary, Hampshire Fire and Rescue Service and other organisations.
Within the Corporate Finance role you will supervise a team to support the setting and maintenance of financial policies and accounting requirements and prepare financial reports and statutory accounts for all partner organisations and support the achievement of unqualified external audit opinions for all partner organisations.
The role supporting the OPCC will have greater focus on management accounting for example providing costing, managing budgets and providing management information but still require an understanding of financial accounting.
You will be a CCAB qualified accountant with strong technical accounting experience and excellent communication and interpersonal skills. An understanding of local government finance and service delivery with experience using modern financial systems and reporting tools (e.g. SAP) would be an advantage.
